Arrests Made Related to Shooting

On June 1, 2023, at 2:42 p.m., Arkansas City Police Officers were called to the 700 block of South A Street, Arkansas City, for a possible shooting.

Officers found a 35-year-old victim of Wichita in the street, who sustained gunshot wounds to his lower body. Arkansas City EMS was called to the scene and transported the victim to SCK Health. He was later transferred to Wichita for further treatment. The victim's current condition is not available due to HIPPA.

At about the same time as the initial call, officers were made aware of a blue in color Dodge Durango leaving the scene at a high rate of speed. Initial reports indicated that the suspect was possibly leaving the scene in that vehicle.

Officers found the vehicle and attempted to conduct a stop when it sped up and led officers on a vehicle pursuit south out of the city. Officers maintained contact with the suspect vehicle, which eventually crashed on Home Road about 3 miles west of US 77 in Oklahoma.

Miguel Juan Martinez, age 21, of Arkansas City, was taken into custody at that scene. He was transported to the Kay County Jail pending extradition to Kansas. Martinez was booked on felony flee and elude arrest with a bond amount of $100,000.

At the scene in Arkansas City, officers checked a residence adjacent to where the victim was found. As a result, officers took custody of Chance James Jackson, a 31-year-old Arkansas City man, and Fernando Jesus Rodriguez, age 20, of Arkansas City. Both were transported to the Cowley County Jail.

Jackson is being held on charges of aggravated battery, aggravated child endangerment, unlawful discharge of a firearm in the city, and criminal damage to property. He is being held on a $150,000 bond.

Rodriquez is being held on an active Department of Corrections warrant, possession of marijuana and possession of drug paraphernalia. Rodriguez does not have a bond due to the active warrant for his arrest.

Further charges may be filed to the Cowley County Attorney's Office as the investigation continues in the coming days.

A court of law determines a suspect's guilt or innocence.
